The mission of INFORMS Journal on Applied Analytics (IJAA) is to publish manuscripts focusing on the practice of operations research (OR) and management science (MS) and the impact this practice has on organizations throughout the world. The most appropriate papers are descriptions of the practice and implementation of OR/MS in commerce, industry, government, or education. The journal publishes papers in all areas of OR/MS including operations management, information systems, finance, marketing, education, quality, and strategy.

This is one in a series of articles about the most effective models, methods, and processes of organization development (OD), also known as change management, a discipline that offers much to professionals intent on solving real-world problems. Because it is based on a systemic view of organizations, OD includes the whole universe of fuzzy people issues that increasingly determine the success or failure of efforts to implement otherwise flawless technical solutions. This article examines project success rates, suggests reasons for project failure, and provides ideas for dramatically improving the odds of project success based on established change management principles and processes.

The purpose of this paper is to explain why task uncertainty is related to organizational form. In so doing the cognitive limits theory of Herbert Simon was the guiding influence. As the consequences of cognitive limits were traced through the framework various organization design strategies were articulated. The framework provides a basis for integrating organizational interventions, such as information systems and group problem solving, which have been treated separately before.
