Where Computer Security Meets National Security1

This paper identifies two conceptions of security in contemporary concerns over the vulnerability of computers and networks to hostile attack. One is derived from individual-focused conceptions of computer security developed in computer science and engineering. The other is informed by the concerns of national security agencies of government as well as those of corporate intellectual property owners. A comparative evaluation of these two conceptions utilizes the theoretical construct of “securitization,”developed by the Copenhagen School of International Relations.

Brey's call for moreanalysis of ethical issues of virtual reality(VR) is continued by further analyzing issuesin a specialized domain of VR – namelymulti-user environments. Several elements ofBrey's article are critiqued in order to givemore context and a framework for discussion.Issues surrounding representations ofcharacters in multi-user virtual realities aresurveyed in order to focus attention on theimportance of additional discussion andanalysis of specialized aspects of VR.
‘What are these researchers doing in my Wikipedia?’: ethical premises and practical judgment in internet-based ethnography

The article ties together codified ethical premises, proceedings of ethical reasoning, and field-specific ethical reflections so to inform the ethnography of an Internet-based collaborative project. It argues that instead of only obeying formal statutes, practical judgment has to account for multiple understandings of ethical issues in the research field as well as for the self-determination of reflexive participants. The article reflects on the heuristics that guided the decisions of a 4-year participant observation in the English-language and German-language editions of Wikipedia. Employing a microsociological perspective, it interrogates the technological, social, and legal implications of publicness and information sensitivity as core ethical concerns among Wikipedia authors. The first problem area of managing accessibility and anonymity contrasts the handling of the technologically available records of activities, disclosures of personal information, and the legal obligations to credit authorship with the authors’ right to work anonymously and the need to shield their identity. The second area confronts the contingent addressability of editors with the demand to assure and maintain informed consent. Taking into account these problem areas, the ethical reasoning on the one hand proposes options for observing and documenting episodes. On the other, it provides advice on the feasibility and the necessity of obtaining informed consent.
No time to think: Reflections on information technology and contemplative scholarship

This paper argues that the accelerating pace of life is reducing the time for thoughtful reflection, and in particular for contemplative scholarship, within the academy. It notes that the loss of time to think is occurring at exactly the moment when scholars, educators, and students have gained access to digital tools of great value to scholarship. It goes on to explore how and why both of these facts might be true, what it says about the nature of scholarship, and what might be done to address this state of affairs.
Floridi and Spinoza on global information ethics

Floridi’s ontocentric ethics is compared with Spinoza’s ethical and metaphysical system as found in the Ethics. Floridi’s is a naturalistic ethics where he argues that an action is right or wrong primarily because the action does decrease the ‹entropy’ of the infosphere or not. An action that decreases the amount entropy of the infosphere is a good one, and one that increases it is a bad one. For Floridi, ‹entropy’ refers to destruction or loss of diversity of the infosphere, or the total reality consisting of informational objects. The similarity with Spinoza is that both philosophers refer to basic reality as a foundation for normative judgments. Hence they are both ethical naturalists. An interpretation of both Floridi and Spinoza is offered that might begin to solve the basic problems for any naturalistic ethics. The problems are how a value theory that is based on metaphysics could maintain normative force and how normative force could be justified when there appear to be widely differing metaphysical systems according to the many cultural traditions. I argue that in Spinoza’s and presumably in Floridi’s system, there is no separation between the normative and the natural from the beginning. Normative terms derive their validity from their role in referring to action that leads to a richer and fuller reality. As for the second problem, Spinoza’s God is such that He cannot be fully described by mere finite intellect. What this translates to the contemporary situation of information ethics is that there are always bound to be many different ways of conceptualizing one and the same reality, and it is the people’s needs, goals and desires that often dictate how the conceptualizing is done. However, when different groups of people interact, these systems become calibrated with one another. This is possible because they already belong to the same reality.
Human achievement and artificial intelligence

In domains as disparate as playing Go and predicting the structure of proteins, artificial intelligence (AI) technologies have begun to perform at levels beyond which any humans can achieve. Does this fact represent something lamentable? Does superhuman AI performance somehow undermine the value of human achievements in these areas? Go grandmaster Lee Sedol suggested as much when he announced his retirement from professional Go, blaming the advances of Go-playing programs like AlphaGo for sapping his will to play the game at a high level. In this paper, I attempt to make sense of Sedol’s lament. I consider a number of ways that the existence of superhuman-performing AI technologies could undermine the value of human achievements. I argue there is very little in the nature of the technology itself that warrants such despair. (Compare: does the existence of a fighter jet undermine the value of being the fastest human sprinter?) But I also argue there are several more localized domains where these technologies threaten to displace human beings from being able to achieve valuable things at all. This is a particular worry for those in unequal societies, I argue, given the difficulty of many achievements and the corresponding amount of resources needed to achieve great things.
The concept of information overload: A preliminary step in understanding the nature of a harmful information-related condition

The amount of content, both on and offline, to which people in reasonably affluent nations have access has increased to the point that it has raised concerns that we are now suffering from a harmful condition of ‹information overload.’ Although the phrase is being used more frequently, the concept is not yet well understood – beyond expressing the rather basic idea of having access to more information than is good for us. This essay attempts to provide a philosophical explication of the concept of information overload and is therefore what philosophers call ‹conceptual analysis’ – a task that, along with normative ethical analysis, is distinctive to Anglo-American style analytic philosophy. I will begin with an analysis of the atomic concepts expressed by the terms ‹information’ and ‹overload’ and then attempt to give a philosophical explanation of the concept of information overload that more precisely identifies exactly what the condition amounts to.
