The ongoing financial crisis has had a dramatic impact on how the Federal
Reserve conducts monetary policy. In this paper I outline how the Federal
Reserve implements monetary policy during “ordinary” circumstances, and compare
and contrast this with how it has implemented policy in the wake of the crisis,
especially in the latter part of 2008.

This paper estimates Okun’s law, focusing on piecewise non-linearity in the form
of structural breaks and threshold dynamics, and obtains regime-dependent as
well as threshold-dependent changes in the unemployment rate. We employ an
autoregressive distributed lag version of Okun’s law in first differences, which
