Mặc dù nguy cơ lũ lụt gây ra mối đe dọa nghiêm trọng đối với cộng đồng Hà Lan, nhưng người dân không có xu hướng cao trong việc tham gia vào các hành vi tự bảo vệ. Hiện tại, hoạt động truyền thông nguy cơ cố gắng nâng cao những hành vi tự bảo vệ này ở công dân, nhưng không thật sự thành công. Mức độ người dân tham gia vào các hành động tự bảo vệ vẫn còn khá thấp. Do đó, nghiên cứu này cố gắng xác định các yếu tố có thể làm tăng hoặc giảm ý định tham gia vào tự bảo vệ ở công dân. Nghiên cứu đã được thực hiện theo thiết kế thí nghiệm giữa hai yếu tố (nguy cơ lũ: cao so với thấp) và (niềm tin về hiệu quả: cao so với thấp).
