Here Mandel cites Marx, Grundrisse, p. 533 for the formula of “the general conditions of production”. and Engels, Anti-Duehring, p. 386 on “the general external conditions of the capitalist mode of production” which must be protected “against the encroachments as well of the workers as of individual capitalists”. He also offers for earlier modes of surplus expropriation the illustrations of the great irrigation systems in the so-called Asiatic mode of production; and the transport of vast supplies of corn to Rome and other large cities of late antiquity. In modern times, one could suggest the postal service, an increasingly state supported rail transport system which, in the U.S., seems to concentrate on transport of industrial products, leaving the passengers to Detroit and the automobile manufacturers, etc. It is interesting to speculate that the current and possibly growing strength of European, especially German, capitalism, as well as Japanese capitalism, in world-system competition may be due in large part to the frank embrace between monopoly capital and the state in these systems whereby the general external conditions of production—railroads, etc.—are well supported and maintained, whereas large parts of the U.S. capitalism suffer from a strong dose of reactionary suspicion of anything governmental more appropriate to the laissez faire age of capitalist development.
