Hồng Kông là một cảng quốc tế chịu ảnh hưởng mạnh từ chính sách 'không can thiệp tích cực' và, cho đến rất gần đây, bị tách biệt khỏi quy hoạch quốc gia/regional của Trung Quốc do tình trạng chính trị và kinh tế đặc biệt của mình. Tuy nhiên, cảng này hiện đang phải đối mặt với nhiều thách thức đáng kể, nổi bật là thương mại gia tăng giữa Trung Quốc và các thị trường nước ngoài, những thách thức từ các cảng lân cận, đặc biệt là Thâm Quyến và Quảng Châu, tầm quan trọng ngày càng tăng của thương mại nội Á và khủng hoảng kinh tế năm 2008, điều này đã thúc đẩy quá trình chuyển đổi công nghiệp của Khu vực Đồng bằng Châu Giang (PRD) ở miền Nam Trung Quốc. Bài viết này là một bước quan trọng trong việc phát triển một hệ thống giao thông vận tải khu vực hiệu quả, hoàn toàn tích hợp trong PRD, và giúp khu vực này trở thành một trung tâm logistics hiệu quả trong khu vực Châu Á-Thái Bình Dương.
