This article describes the experience in editing organization profiles in Scopus and in the Science Index for organizations system, which is an add-on to the Russian Science Citation Index (RSCI). The basic functionalities of the two systems are analyzed and comparison of the Science Index for organizations with the possibilities of editing an organization profile in Scopus is carried out. An attempt is made to give an objective assessment of the current state of the two systems from the user’s point of view. The conclusion is made that despite the more extensive functionalities of the Science Index for organizations, the feedback system in Scopus is well thought out and provides better control of changes that are requested by organizations. In the system of editing the profile of an organization in the RSCI the functional tools are characterized by a low level of moderation, which has a formal character; therefore, it can be used not only to edit a profile, but to create unreasonable increases in the values of bibliometric indicators.

The four principal conditions of the arrangement of a manager’s thinking systems are substantiated: the ability to think, live, and remain simultaneously in three coordinate systems; the ability to think quite naturally using systemological concepts; the ability to state and analyze concept definitions, as well as the ability to apply system approach principles in everyday practice at the automatic performance level. Each of the stated conditions is revealed in reasonable detail, as well, the interactions between these conditions are substantiated.

The problem of the creation and operation of hybrid scientific open access journals, which first appeared ten years ago, is considered. This paper suggests an algorithm for calculating the cost of a sponsored article at each time step, which shows that if the value of a subscription is equal to the quantity of sponsored articles, then the cost of a sponsored article is equal to the subscription cost.

This paper considers the means for conceptual design of complex technical systems. A quasi-axiomatic theory was constructed that formalizes the procedures of generating meaning for a natural language description of the process of creating a new technical solution. Semantic categories, structures of universal sets, and operations for comparing elements of the universe are introduced. The types of connection of elementary subsystems are described. A formalization of the procedure for multilevel synthesis of a technical system using a generative grammar over fuzzy structures is proposed. An example of the design of a technical device is given.

The outcomes of the first stage of a study dedicated to the development and use of methods for assessing the results of projects supported by a science foundation are presented. The initial empirical data were an array of nanoscience and nanotechnology projects supported by the Russian Foundation for Basic Research in the competitions of 2008 and 2009 and an array of papers that were prepared based on the results of those projects and registered in the Web of Science. The analysis was based on traditional bibliometric indicators and the indicators that had been proposed earlier by the authors of this article. The dependences of the formal characteristics of the arrays of papers on the stages of projects were discovered and the thematic structure of the arrays of projects and papers was determined. The approach “from a project to papers, from papers to projects “related” by common (joint) papers, from the related projects to other papers on these projects, and so on” was proposed. This approach makes it possible to identify a network of interrelated projects and foundations. Using this approach, numerous examples were found when the same papers were supported within different related projects of the same and/or other (domestic and foreign) foundations and the time distribution of the entire array of projects (including related) was obtained.

This paper describes the experience on revealing problems in knowledge of information and communication technologies (ICTs) by undergraduate students and the development of a training scheme using ICT tools for individualizing the formation of the competencies defined by a basic educational program, which helps to manage human capital in the training of modern staff.

This study is identifies semantic features of space-related topics and continues a major study of the coverage of space-related issues in Russian media resources. In this context, space-related topics are understood as a set of words associated with the category of space and used together in sociocultural media discourse. At this stage, the goal of the study is to reveal contextual changes of short-term value in the semantic field of the topic Space in leading Russian federal newspapers, such as Komsomolskaya Pravda, Rossiyskaya Gazeta, and Kommersant, as well as in Russian online media, such as Lenta.Ru and Gazeta.ru. For this purpose, a corpus of 9872 publications with the keywords as space* or cosmic* is created, including 3964 articles for 2020 and 5908 articles for 2021. The study was conducted from January, 2020 until December, 2021. In addition to revealing the dynamics of the increase in the specific share of space-related publications for 2020–2021, the authentic methodology allows analyzing topical trends of the space agenda and its geographical characteristics, describing the semantic field of space-related categories, and showing its key changes over time.

An autonomous grid infrastructure that is intended for applied geophysical problems was developed, configured, and commissioned in 2011 on the basis of three research Institutes of the Russian Academy of Sciences. It is assumed that the user access to this infrastructure will be implemented through a web-based application. A prototype of a web interface has been implemented, which is intended for running model problems in the established (developed) grid infrastructure; test runs of computational problems have been made.

The use of lists of references in different areas is growing exponentially. Serving as basis for defining the relationships between authors, publications, and journals, references gave an impetus to the development of a set of indicators and indices and thus had a large impact on the development of bibliometrics and scientometrics. In this short paper the use of referencesas an additional module of an anitplagiarism system is suggested. It is shown how direct borrowings from scientific works can be identified by comparing bibliographies in view of their unique structure, which varies from one publication to another.
