Những thách thức đa dạng của quản trị hiện đại đòi hỏi một cái nhìn phức tạp về cách thức mà những người bị ảnh hưởng bởi luật lệ và chính sách tham gia vào việc tạo ra chúng. Bài viết này phát triển một khuôn khổ để hiểu về các khả năng thể chế đa dạng cho sự tham gia của công chúng. Các cơ chế tham gia khác nhau theo ba chiều quan trọng: ai tham gia, cách thức mà các tham gia viên giao tiếp với nhau và cùng nhau đưa ra quyết định, và cách thức các cuộc thảo luận được liên kết với chính sách hoặc hành động công.
