Những gián đoạn xã hội quy mô lớn gần đây, từ đại dịch COVID-19 đến những trận cháy rừng gia tăng và các hiện tượng thời tiết khắc nghiệt, đã chỉ ra tầm quan trọng của việc chuyển đổi hệ thống quản trị để có thể giải quyết những khủng hoảng phức tạp, liên biên giới và phát triển nhanh chóng. Tuy nhiên, kiến thức hiện nay về động lực ra quyết định tạo ra quản trị biến đổi vẫn còn ít ỏi. Các nghiên cứu thường tập trung vào các kết quả tổng hợp của các quyết định chính phủ, trong khi bỏ qua những yếu tố nền tảng cấp vi mô của chúng. Đây là một sự thiếu sót chính vì những yếu tố thúc đẩy sự thay đổi chính sách, như là học hỏi hoặc cạnh tranh, được thực hiện bởi con người thay vì các tổ chức. Chúng tôi phản hồi lại khoảng trống kiến thức này bằng cách đưa ra một lăng kính phân tích mới để hiểu về việc xây dựng chính sách, nhằm khám phá cách mà đặc điểm của các nhà ra quyết định và cấu trúc các mối quan hệ của họ ảnh hưởng đến khả năng thực hiện các phản ứng chính sách biến đổi. Năng lực chuyển đổi của một thành phố có thể cao hơn khi các nhân tố tham gia ra quyết định đa dạng hơn. 3. Sự đa dạng kích thích sự sáng tạo và đổi mới bằng cách cải thiện khả năng tiếp cận kiến thức, cơ hội học hỏi và kỹ năng. 4. Chất lượng mối quan hệ, cụ thể hơn là lòng tin lẫn nhau, có thể giúp giải thích tại sao một số thành phố chuyển mình trong khi những thành phố khác thì không. 5. Lãnh đạo hỗ trợ là yếu tố then chốt trong việc bảo vệ lòng tin và đảm bảo sự đa dạng giữa các nhà ra quyết định.
