Properly implemented, the social charter′s
principles will provide for both social justice and
enhanced competition in the new European
market. The principle of “subsidiarity” states that
the EC should involve itself only in matters most
appropriate for its intervention. The article
discusses the debate over implementation from
the trade unions′ point of view and of the balance
between rights and competitiveness.
