Trong hầu hết các xã hội, tài nguyên được phân phối bởi các cá nhân hoạt động trong thị trường và bởi các chính phủ thông qua một số hình thức quy trình ra quyết định tập thể. Đánh giá kinh tế cung cấp một bộ công cụ để thông báo các quyết định tập thể bằng cách xem xét yêu cầu về tài nguyên và kết quả của các chính sách thay thế. ‘Góc nhìn xã hội’ đã được khuyến nghị, nhưng ít được chú ý đến nội dung của nó và việc thực hiện thực tiễn.
