Tóm tắt Đặt vấn đề Thế giới đang phải đối mặt với một đợt bùng phát chưa từng có, ảnh hưởng đến tất cả các khía cạnh của đời sống con người, do đại dịch COVID-19 gây ra. Do sự mới lạ của virus, các hệ thống y tế gặp phải thách thức bởi tỷ lệ bệnh nhân cao và sự thiếu hụt sản phẩm y tế. Để đáp ứng nhu cầu ngày càng tăng về các sản phẩm y tế thiết yếu, các chính quyền quốc gia trên toàn thế giới đã đưa ra nhiều nhượng bộ trong luật pháp. Điều này đã dẫn đến việc các sản phẩm y tế thiết yếu được sản xuất bởi các công ty trong ngành ô tô, dệt may và các ngành công nghiệp khác và được phê duyệt theo các giấy phép sử dụng khẩn cấp hoặc các nhượng bộ hợp pháp của các cơ quan quản lý quốc gia. Bài viết này trình bày một bài bình luận theo hình thức kể về tài liệu có sẵn về các giấy phép sử dụng khẩn cấp và nhượng bộ hợp pháp cho các sản phẩm y tế trong đại dịch COVID-19. Phương pháp Cơ sở cho bài bình luận được dựa trên các bài báo khoa học được xuất bản trong các cơ sở dữ liệu Web of Science, Scopus, PubMed và Embase, các ấn phẩm chính thức của các tổ chức quốc tế: Cục Quản lý Thực phẩm và Dược phẩm (FDA), Tổ chức Y tế Thế giới (WHO), Ngân hàng Thế giới và Liên Hợp Quốc (UN), cũng như báo cáo của các cơ quan quản lý quốc gia bằng các ngôn ngữ gốc (tiếng Anh, tiếng Đức, tiếng Bosnia và tiếng Croatia) được xuất bản từ ngày 1 tháng 11 năm 2019 đến ngày 1 tháng 5 năm 2020. Bài viết này tập trung vào ba loại sản phẩm y tế thiết yếu: máy thở cơ học, thiết bị bảo vệ cá nhân (PPE) và các bài kiểm tra chẩn đoán. Bài bình luận dựa trên các bằng chứng về dữ liệu có sẵn và các rủi ro tiềm ẩn được xác định mà các giấy phép sử dụng khẩn cấp và các nhượng bộ hợp pháp có thể gặp phải được trình bày chi tiết. Thảo luận Người ta nhận thấy rằng, hơn bao giờ hết, việc nâng cao nhận thức và hiểu biết toàn cầu về tầm quan trọng của việc tôn trọng các yêu cầu thiết yếu là cần thiết để đảm bảo chất lượng, hiệu suất và an toàn thích hợp cho các sản phẩm y tế, đặc biệt trong các tình huống bùng phát, chẳng hạn như đại dịch COVID-19. Các giấy phép sử dụng khẩn cấp để sản xuất, nhập khẩu và phê duyệt các sản phẩm y tế cần phải được xác định chặt chẽ và rõ ràng từ trường hợp này sang trường hợp khác và không nên là chung cho tất cả các sản phẩm y tế, vì tất cả chúng đều liên quan đến các mức độ rủi ro khác nhau. Kết luận Các xem xét và kinh nghiệm được trình bày ở trên nên được coi là hướng dẫn cho tất cả các tình huống bùng phát có thể xảy ra trong tương lai để ngăn ngừa sự phản ứng ứng biến của các cơ quan quản lý quốc gia.
