Chiếm lĩnh các Rìa: Tích hợp Lao động và Đ exclusion Xã hội trong Khai thác Thủ công tại Tanzania

Bài viết này xem xét vị trí bên lề của các thợ mỏ thủ công tại khu vực hạ Sahara ở châu Phi và xem xét cách họ được tích hợp vào những thay đổi trong lĩnh vực khoáng sản trong bối cảnh hội nhập thể chế và pháp lý. Với ý tưởng về việc khai thác kim cương và vàng ở Tanzania, khái niệm về sự loại trừ xã hội được sử dụng để khám phá những hậu quả của việc bị marginal hóa đối với quyền tiếp cận tài nguyên khoáng sản của người dân và khả năng sinh kế từ việc khai thác thủ công. Vì những bất bình đẳng và hình thức phân biệt hiện có bị nhà nước Tanzania bỏ qua, việc hợp thức hóa các quyền khai thác khoáng sản làm xói mòn các mối quan hệ xã hội và quyền lực, từ đó duy trì quyền tiếp cận tài nguyên bất bình đẳng. Bài viết làm nổi bật tính phức tạp của các quá trình này và chỉ ra rằng, trong khi việc tích hợp pháp lý có thể mang lại lợi ích cho các nhóm người giàu có hơn, những người phù hợp với mô hình của một 'thợ mỏ nhỏ quy mô doanh nghiệp', thì đối với những người khác, việc bị tích hợp bất lợi góp phần vào sự phụ thuộc về kinh tế xã hội, sự bóc lột và sự không an toàn. Để vấn đề marginality được giải quyết trong các quá trình hội nhập, cần phải công nhận sự tồn tại của các hình thức tổ chức, thể chế và mối quan hệ địa phương, những điều này là nền tảng cho bất bình đẳng và phân biệt.
