Bài báo này đánh giá tiến trình phát triển một khuôn khổ toàn cầu để đáp ứng với các bệnh không lây nhiễm, như được phản ánh trong các chính sách và sáng kiến của Tổ chức Y tế Thế giới (WHO), Ngân hàng Thế giới và Liên Hợp Quốc: những tổ chức có khả năng nhất để định hình một chính sách toàn cầu mạch lạc. Để đáp ứng với gánh nặng bệnh tật toàn cầu do bệnh mãn tính gây ra, cần có một đánh giá chiến lược về các quy trình toàn cầu có khả năng tạo ra sự cam kết thay đổi chính sách ở cấp quốc gia và ảnh hưởng đến hành vi của ngành công nghiệp. WHO đã thông qua một quy trình pháp lý đối với thuốc lá (Công ước Khung về Kiểm soát Thuốc lá của WHO), nhưng lại áp dụng phương pháp không mang tính pháp lý, dựa vào vận động đối với chế độ ăn uống và hoạt động thể chất (Chiến lược Toàn cầu về Chế độ ăn uống, Hoạt động thể chất và Sức khỏe).
