Mục đích chính của quản lý lưu vực là thiết lập một phân bổ và sử dụng tài nguyên nước hiệu quả từ chi phí và áp dụng những biện pháp hiệu quả nhất để bảo vệ cả số lượng và chất lượng nước được sản xuất từ lưu vực.
