Quá trình cải cách Chính sách Nông nghiệp Chung (CAP) ngày càng mở rộng cho các bên liên quan áp dụng các khung khổ khác nhau. Nghiên cứu gần đây tiết lộ việc sử dụng đồng nhất năm khung khổ trong các quy trình cải cách CAP: khung cơ chế chính sách, khung kinh tế của nông dân, khung mối quan tâm xã hội, khung ngân sách và khung thương mại quốc tế. Phân tích nội dung định tính của 1.155 bài báo trên các tờ báo nông nghiệp lớn nhất của Áo được xuất bản trong khoảng thời gian từ 01/10/2010 đến 31/01/2015 xác nhận rằng năm khung khổ này cũng được sử dụng trong báo cáo CAP quốc gia và bao gồm các tiểu khung. Ủy ban Châu Âu (EC), Nghị viện Châu Âu và Hội đồng Liên minh Châu Âu, các cơ quan liên quan đến quy trình lập pháp CAP, chủ yếu sử dụng khung cơ chế chính sách. Khung kinh tế của nông dân và khung cơ chế chính sách được áp dụng xuyên suốt quá trình cải cách. Khung mối quan tâm xã hội được sử dụng dần dần theo thời gian, trong khi khung thương mại quốc tế chỉ được áp dụng trong những sự kiện cụ thể. Khung ngân sách ngày càng tham chiếu đến tiền công cho hàng hóa công, điều này chỉ ra rằng EC và các bên liên quan khác đang nỗ lực hợp pháp hóa CAP. Những kết quả này nhấn mạnh rằng cả các bên liên quan về nông nghiệp và môi trường đều sử dụng các phương tiện truyền thông nông nghiệp để tạo ra sự ủng hộ hoặc chỉ trích chính sách nông nghiệp và do đó ảnh hưởng đến việc định hình agenda chính trị.
