Phát triển thích ứng với khí hậu (CCD) đã nổi lên như một khái niệm mới liên kết giữa thích ứng với biến đổi khí hậu, giảm thiểu tác động và phát triển dựa vào cộng đồng. Tiến trình hướng tới CCD yêu cầu sự hợp tác của nhiều bên, nhiều lĩnh vực và phát triển các quan hệ đối tác giữa những bên có thể không hợp tác với nhau trong một bối cảnh khác. Điều này tạo ra những thách thức và cơ hội mà cần được xem xét cẩn thận ở cả cấp dự án và tổ chức, đồng thời đòi hỏi việc chia sẻ kinh nghiệm giữa các bối cảnh khác nhau. Trong bài viết này, chúng tôi dựa vào kết quả từ một hội thảo nhiều bên được tổ chức ở Mozambique vào năm 2012, hội thảo cuối cùng trong chuỗi các hoạt động thuộc một dự án khu vực đánh giá các quan hệ đối tác CCD mới nổi ở miền nam châu Phi. Để thúc đẩy hỗ trợ thể chế cho việc phát triển các chính sách, thực tiễn và quan hệ đối tác CCD thành công, chúng tôi kết luận rằng cần có: (a) phát triển thể chế ở cấp quốc gia để củng cố sự phối hợp và làm rõ hơn vai trò cũng như trách nhiệm giữa các lĩnh vực, dựa trên việc xác định các khoảng trống về năng lực và kiến thức; (b) phát triển quan hệ đối tác, dựa trên các thế mạnh và năng lực chính của các bên liên quan khác nhau, đồng thời nhấn mạnh vai trò của khu vực tư nhân và chính quyền địa phương; (c) học hỏi và chia sẻ kiến thức thông qua các diễn đàn quốc gia và khu vực; và (d) phát triển các cơ chế cho phép phân phối chi phí và lợi ích một cách công bằng và minh bạch hơn. Những yếu tố này có thể tạo điều kiện cho phát triển các quan hệ đối tác nhiều bên, nhiều cấp độ, bắt đầu từ sự tham gia của cộng đồng, giúp chuyển đổi các tuyên bố chính sách CCD thành hành động thực tiễn.
