Role of Duong Van Minh’s Administration to the end of the Vietnam war

During the history of the government of the Republic of Vietnam, the administration of president Dương Văn Minh was established on April 29, 1975, which had the shortest ruling time. This government cabinet consisted of many progressists who were representatives for the ideal of ending the war and national reconciliation. They gathered with general Dương Văn Minh to establish a new government at the end of the war. Although the government only lasted for a short time, it made an important contribution to the end of the Vietnam War. The establishment and regulation of Dương Văn Minh's Administration at the end of the war bore a really special meaning. It was the result of a process of advocacy and preparation by Vietnamese patriotic forces which tended to end the war humanely with less sufferings. Those contributions to this government's national history need to be acknowledged. In this article, the writer focuses on the contributions of Dương Văn Minh's administration to the end of the Vietnam War. Based on that, the article contributes an additional perspective on the technique to end the war of the Vietnamese people.
A survey of the current status of the signage of the Vietnam National University Ho Chi Minh City system

Linguistic landscape plays an important role in the globalization of the higher education environment. In particular, the signage system is seen as a fundamental part of the linguistic landscape, contributing to the promotion of university systems’ images and identities in the world. However, there has not been sufficient attention on the signage use at many universities in Vietnam, and one of them is the Vietnam National University Ho Chi Minh City system (VNUHCM). This survey aims at examining the current status of the signage use at four of the six VNUHCM member universities. Using quantitative methods, the paper synthesized and analyzed 564 signs, including monolingual ones in Vietnamese and in English, bilingual ones in Vietnamese and English, and multilingual ones which were all collected via fieldwork during the first quarter of 2020. Based on the signage guidelines of some globally popular university systems in the top of the QS Rankings 2021, the paper points out it is the lack of a signage guide manual at the VNUHCM system that leads to inconsistencies in the signage use at its member universities. Then, the survey findings reveal some specific problems and suggestions with the hope to encourage the improvement of the linguistic landscape at the VNUHCM system. Also, the research may serve as a useful reference for other universities in Vietnam.

The Arabic and Persian historical documents wrote on Vietnam (the 10th - 14th centuries)

Murûdj al-dhahab of al-Masûdî, Jâmi’al-Tawârîkh of Rashîd al-Dîn Tabîb and A Gift to Those Who Contemplate the Wonders of Cities and the Marvels of Travelling (or The Travels) of Ibn Battua were the earliest Arabic and Persian historical documents wrote on Vietnam in the 10th and 14th centuries. Although paragraphs mentioned about Vietnam in these documents are so brief and sometime are still ambiguous, they are useful and valuable historical documents to research in Vietnamese history according to the perception of foreigners. This article firstly researches in authors and historical context of the documents, then excerpts as well as propounds interpretation of some typical sections containing materials on Vietnam from these historical documents.
Chil people embracing Protestantism: The impact of the political context in the Central Highlands from the early 20th century to the present

Protestantism is a religion that emerged and developed later than Buddhism, Catholicism and Islam. It was introduced to Vietnam in the early twentieth century after the arrival of these 3 religions. Previous studies examining the process of evangelization and the growth of Protestant followers often cited several reasons for people embracing Protestantism. These reasons include: 1) State leaders seeking to leverage Protestant missionaries for national development, 2) Individuals desiring a modern and inclusive religious belief system, 3) The impact of transnational ethnic relations, offering opportunities for Protestantism to expand, and 4) Economic disadvantaged individuals turning to Protestantism for assistance. Utilizing direct field data collected by in-depth interviews and participant observation in the community from April 2019 to April 2020 and in June 2022, the research aimed to explore the conversion of the Chil people to Protestantism; Specifically, the conversion from the traditional religion (polytheism) to Protestantism is a process taking place during the time, when this ethnic community has had the opportunity to interact with society outside of their traditional bon (from the early 20th century to the present), especially during the time they were forced to live in strategic hamlets built by the government of the Republic of Vietnam. Diverged from previous findings, the study showed that the primary factor motivating the Chil community to embrace Protestantism was the influence of the political context in the Central Highlands. This context was one of the important factors influencing the Chil people's conversion to Protestantism, and as a result, nearly 100% of the Chil people have now adopted Protestantism, making it the predominant religion in their community.

Taiwan’s new southbound policy: the cooperation and exchanges of human resources and the impacts on the education cooperation between Taiwan and Vietnam

The economic boom in the 1970s has allowed Taiwan to rise as one of the ``four dragons'' in East Asia. In the late 1990s, the Taiwanese government set up a ``Go South policy'' to strengthen and expand the relationships in trade and investment between Taiwan and Southeast Asian countries, including Vietnam. The results gained from the process of implementing the ``Go South policy'' have paved the way for the birth of the ``New Southbound Policy''. In 2016, President Tsai Ing-wen initiated the ``New Southbound Policy''. This policy is people-centered, actively promotes bilateral exchanges and cooperation between Taiwan and countries in Southeast Asia and South Asia in the fields of human resources, manufacturing, and investment. education, culture, tourism, agriculture..., in which special attention is paid to cooperation in education - training and high-level human resource exchange. This policy will create significant impacts on Vietnam's overall relationship with Taiwan, especially in the field of education and human resource development. In Taiwan's perception, Vietnam is the first choice because this is a country with stable economic development, large market ownership and diverse consumer demand. On that basis, the paper focuses on the formation and implementation of Taiwan's ``New Southbound Policy'' on human resources development. In addition, the article assesses the impact of Taiwan's ``New Southbound Policy'' on the present and future cooperation between Taiwan and Vietnam in the field of education.
The existence of Confucianism in spousal relationship nowadays

Confucianism promotes "Fuchangfusui (Phu xướng phụ tùy)" which means "A wive must obey everything her husband says''. In Vietnam, the concept of husband and wife relationship is not exactly the same as "Fuchangfusui" initiated by Confucius. Culturally, Vietnam belongs to the group of countries influenced by Confucianism. However, since the feudal period, Vietnamese Confucianists have had many progressive views to affirm the position of wife towards her husband and towards her family. Husband and wife relationship in Vietnam has gained focus on obligations and responsibilities of both husband and wife with the notion that "Women handle household chores, men take care of work outside". This article examines the existence of the Confucianism in husband and wife relationship in Vietnam today. The authors made a comparison between the husband's and the wife's rights of making decisions related to economy and other decision-making rights as well, using descriptive statistical analysis, Exploratory Factor Analysis (EFA) and Generalized Method of Moments (GMM); for this, the authors set up a system of equations and at the same time, to evaluate the extent to which Confucianism elements exist in husband and wife relationship in Vietnam today. The analysis results show that Confucianism still influences and affects family relationship, but its impacts and influences in the era of integration are blurred, not as profound as in feudal times or in the first half of the twentieth century. In other words, the existence of Confucianism still exerts its impacts on a majority of Vietnamese families in terms of husband and wife relationship. However, the perception of family members' standards of behaviors has changed due to the influences of modern industrial society.
The theory of communicative action of Jürgen Habermas with religious issues in the public sphere

The article summarizes the main arguments in J. Habermas’ theory of communicative action, identifying three functions that communicative action can perform: to be used to convey information, to establish social relationships with others, and to express one’s opinions or feelings. By analyzing the category of “communicative rationality” with religious issues in the public sphere, in relation to language, discourse ethics, it is shown that the public sphere is the environment where dialogues in all areas take place to meet the needs of citizens. (According to Habermas, Kant was the first philosophy to give to public sphere “its completed theoretical structure” in a text of political philosophy, entitled “What is Enlightenment?”). Religions may not directly influence politics, but still, have the function of directing in society. J. Habermas determines that religion cannot be restricted to the private sphere, but must actively participate in the public sphere, where interactions and dialogues take place, as a catalyst for the process of solidarity to exist, to bring a new life force to the world. It is the place for members of society to have conversations and engage with each other. The theory of communication by J. Habermas is timely contemplation with a deeply humane spirit.

The reality of assessing students’ learning outcomes in the direction of capacity development at public secondary schools in Phan Rang - Thap Cham city, Ninh Thuan province

The evaluation of students’ learning outcomes is an important and indispensable step in the teaching process. Currently, the assessment of students’ learning outcomes is being implemented in the direction of capacity development. However, this assessment still has a lot of shortcomings. From that fact, the author researches the theory of the assessment of students’ learning outcomes in combination with the study on the reality of assessing students’ learning outcomes at public secondary schools in Phan Rang - Thap Cham city, Ninh Thuan province. The survey results on a sample of 468 administrators and teachers from 10 secondary schools showed that besides the results achieved, including: their awareness of innovation in the assessment of students’ learning outcomes, the level of students' learning outcomes assessment performance in the direction of capacity development, the two contents, which have not been fully implemented are: (1) diversification of assessment forms and tools; (2) combination of various evaluation channels. On the basis of the research results, the author proposes some appropriate improvement measures to help enhance the effectiveness of students' assessment of learning outcomes in the direction of capacity development, contributing to improving the quality of teaching and learning at secondary schools in this city.
Technological Revolutions in Agriculture: Implications for the reshaping of rural economy and society

We identify many current and impending technologies that are likely to impact dramatically on most aspects of rural economy, society and environment, even in the short term. As a result, two of society’s major looming problems are (a) how best to accelerate the uptake of beneficial technologies while (b) helping individuals, communities or places damaged by the likely course of events – for example by updating people’s skill sets and revising their ambitions and preferences. The increasing problem for governments, communities and businesses alike is that we have limited knowledge of future economic and social trajectories driven by such technologies. Thus, traditional blue-print planning will be increasingly redundant and effective paths to the future will require intensive and inclusive debate and discussions surrounding best options which, along with strong leadership, will help fashion creative, flexible and adaptive cultures. Given geographical diversity in resources it is quite possible that emergent optimal strategies will vary from place to place.
The "Earth" element in Emily Dickinson's poetry

Gaston Bachelard (1884 – 1962) and Carl Gustav Jung (1875 – 1962) may have had similar ground for their theories about the images in human imagination, the ground that originated and was shaped very long ago in humankind’s history. However, Bachelard and Jung are principally dissimilar about their treatment of the notion of imagination. While the concept of “collective unconscious” shapes Jung’s explication, Bachelard confirms that it is essentially the elements of the universe, namely earth, water, fire, and air, that generate dreams and mental images. Those substances enable writers to create meaningful and timeless images, without which their symbols are but perishable and vain. He named it material imagination, or imaginative analysis of material. On studying Emily Dickinson’s life and poetry, I have come to acknowledge her talent in poetry as having grown on the substance of “earth.” This essay examines and analyzes her poetry under the theory of material imagination by Bachelard, thus arriving at the conclusion that the element “earth” is visibly present in her life and imagination, making her poetry heavily affected by that ancient element.
