Mặc dù có nhiều ứng dụng số liệu được sử dụng trong quản lý tầng nước, nhưng ít phương pháp nào dường như được điều chỉnh đủ hợp lý để cung cấp giải pháp cho các vấn đề quy mô khu vực. Các ứng dụng của chúng cho các tầng nước đa lớp cũng rất hạn chế. Một công cụ quản lý nước ngầm mới được phát triển và điều chỉnh cho các hệ thống vật lý lớn như vậy, sử dụng phương pháp hàm phản ứng đơn vị (URF). Công cụ này dựa trên mối liên hệ giữa mô hình dòng chảy nước ngầm số và công cụ tối ưu hóa toán học. Quá trình chuẩn bị và xử lý hậu kỳ dựa trên hệ thống thông tin địa lý (GIS). Công cụ đã được phát triển và áp dụng cho một trường hợp quản lý thực tế - tầng nước đa lớp Aquitaine khu vực (Pháp). Một mô hình động học đại diện đã được xây dựng bằng mã MODFLOW 2000. Các thử nghiệm ban đầu cho thấy điều kiện tính tuyến tính cần thiết cho ứng dụng của phương pháp URF được tôn trọng mặc dù sự phức tạp cao của hệ thống. Hai kịch bản quản lý đã được thử nghiệm. Các giải pháp tối ưu thu được cho phép đề xuất các phương án khai thác khả thi, tích hợp các ràng buộc môi trường phức tạp.
