Bài báo này xem xét sự thay đổi trong chất lượng cuộc sống của các hộ gia đình nghèo tại Hồng Kông vào cuối những năm 1990 bằng cách phân tích mức chi tiêu, an ninh thu nhập và tình trạng nghèo đói trước và sau năm 1997. Mặc dù mức chi tiêu của những người nhận trợ cấp CSSA đã tăng đáng kể, nhưng chi tiêu của những hộ gia đình nghèo nhất tại Hồng Kông vẫn thấp hơn so với những người không nhận trợ cấp CSSA.
