Kế hoạch Hành động về Biển Baltic và Chỉ thị Khung về Nước của EU đều yêu cầu giảm đáng kể tải lượng chất dinh dưỡng (N và P) vào môi trường biển. Tập trung vào nitơ, chúng tôi trình bày một khái niệm có thể áp dụng rộng rãi cho quy định phân biệt không gian, khai thác sự thay đổi lớn về không gian trong khả năng loại bỏ nitrat tự nhiên trong nước ngầm và nước mặt. Bằng cách hướng các biện pháp giảm thiểu về các khu vực mà khả năng tự nhiên của chúng có thể loại bỏ là thấp, quy định phân biệt không gian có thể hiệu quả về chi phí hơn so với quy định đồng nhất truyền thống.
