Bài viết này đánh giá ảnh hưởng của Liên minh châu Âu (EU) trong việc định hình quản trị toàn cầu cho viễn thông và Internet. Thông qua việc phân tích hành vi của EU trong khuôn khổ actorness, chúng tôi minh chứng cách cấu trúc cơ hội bên ngoài và môi trường nội bộ của EU đã ảnh hưởng đến khả năng của nó trong việc thực thi và tối đa hóa sự hiện diện để đạt được các mục tiêu trong hai lĩnh vực truyền thông toàn cầu rất khác biệt về tiến trình và phát triển.
