Bài báo này xem xét một phương pháp kinh tế lượng để đo lường tăng trưởng năng suất tổng hợp (TFP) và thay đổi kỹ thuật (TC) cho 31 công ty khai thác xe buýt hành khách thuộc sở hữu công ở Ấn Độ trong giai đoạn 1983–1987. Một hàm chi phí biến đổi dạng translog được sử dụng để thể hiện công nghệ sản xuất. Tính dị biệt giữa các công ty được đưa vào hàm chi phí bằng cách sử dụng mô hình thành phần lỗi với các phương sai đặc thù cho từng công ty. Tăng trưởng TFP được phân tích thành các thành phần TC và quy mô kinh tế. Thành phần TC được phân tích thêm thành các yếu tố thuần, không trung lập, quy mô và các yếu tố/quy tắc cố định gần gũi. So sánh theo nhóm sở hữu cho thấy các đơn vị thuộc sở hữu công đạt tỷ lệ tăng trưởng năng suất cao nhất, tiếp theo là các đơn vị do chính quyền bang và địa phương điều hành. Nguồn chính của tăng trưởng TFP cho các đơn vị thuộc sở hữu công và các đơn vị do chính phủ điều hành là quy mô kinh tế, trong khi nguồn chính của sự giảm tăng trưởng TFP cho các tập đoàn là sự suy thoái công nghệ.
