Cơ chế giảm ô nhiễm công nghiệp của đường sắt cao tốc: quy định và động lực thăng tiến chính trị của quan chức

Ô nhiễm công nghiệp nghiêm trọng đang gây ra những vấn đề đối với sức khỏe con người trên toàn thế giới. Cách giảm thiểu ô nhiễm công nghiệp là điều đáng được quan tâm. Một số nghiên cứu đã xác minh rằng đường sắt cao tốc (HSRs) có thể trực tiếp giảm ô nhiễm môi trường thông qua công nghệ xanh. Tuy nhiên, tác động giảm thiểu ô nhiễm môi trường gián tiếp của HSRs từ góc độ tác động quy định chưa được khám phá nhiều. Để giải quyết khoảng trống nghiên cứu này, nghiên cứu này đã sử dụng lý thuyết bất đối xứng thông tin và lý thuyết giải thưởng thăng tiến để xem xét mối quan hệ giữa đường sắt cao tốc (HSRs) và ô nhiễm công nghiệp, tập trung vào vai trò trung gian của các quy định về môi trường và vai trò điều tiết của động lực thăng tiến chính trị của các quan chức. Dựa trên mẫu 113 thành phố cấp tỉnh, với dữ liệu bảng cân bằng ở Trung Quốc từ năm 2009 đến 2017, bằng cách sử dụng mô hình chênh lệch trong chênh lệch, kết quả cho thấy HSRs có thể giảm ô nhiễm công nghiệp trung bình 22.68%. Cơ chế là HSRs có thể cải thiện quy định về môi trường, điều này đóng vai trò trung gian để giảm thêm ô nhiễm công nghiệp. Ngoài ra, động lực thăng tiến chính trị của các quan chức cấp cao có thể củng cố tác động trung gian này. Một phương pháp ghép cặp điểm xu hướng với mô hình chênh lệch trong chênh lệch và phương pháp biến công cụ được sử dụng để giải quyết các vấn đề nội sinh, và một bài kiểm tra giả mạo cùng với một bài kiểm tra xu hướng song song cho thấy những kết quả này là mạnh mẽ. Nghiên cứu này gợi ý một số hàm ý chính sách về phát triển giao thông thân thiện với môi trường và cải thiện quy định về môi trường để giảm ô nhiễm công nghiệp.
