Thirdly, it looks at regulatory initiatives in the Americas. Fourthly, it looks at issues related to tourists, including those on cruise ships. Fifthly, it examines commercial initiatives to offer roaming without surcharges. Sixthly, it examines possible regulatory measures to achieve policy goals.
