Bài báo xem xét cách các tổ chức giáo dục đại học phản ứng với các công cụ quản trị mơ hồ. Một điểm chú ý chính là cách mà sự mơ hồ được giải quyết trong các quá trình diễn giải và thực hiện. Dựa trên các góc nhìn lý thuyết từ phân tích thể chế của các tổ chức, một điểm khởi đầu thực nghiệm được đưa ra thông qua việc phân tích mười tổ chức giáo dục đại học tại Na Uy và phản ứng của họ trước sự ra đời của các thỏa thuận phát triển. Các phát hiện chỉ ra hai chiều quan trọng trong việc phân tích các quá trình thực hiện: tập trung vào động lực thay đổi và mức độ tích hợp bên trong. Kết hợp lại, những yếu tố này hướng đến những mô hình riêng biệt trong các phản ứng tổ chức đối với các công cụ chính sách mơ hồ.
