Experience in the Development of Administrative Functions in the Suburban Areas of Large Agglomerations

The article discusses the experience of developing administrative functions in suburban areas of large urban agglomerations with a case study of Berlin, Seoul, and Moscow and their satellite cities. The influence of administrative functions on certain indicators of the socioeconomic development of a suburban area (dynamics of the population, wages, rate of housing construction, level of housing prices, cost of living) is studied, and the main mechanisms of this influence, or, conversely, the reasons for its absence, are analyzed. It is concluded that there are significant functional links between the development of administrative functions in the suburbs and the subsequent dynamics of indicators of its socioeconomic development. It also reveals the relationship between the influence of administrative functions on the development of suburbs and other decisions in the framework of state policy, primarily the development of transport connectivity within an agglomeration.
