Evaluating development plans for pluvial flood preparedness using content analysis: case of Greater Mohali Region, India

Surface sealing and climate change induced high-intensity rainfalls generate unprecedented volumes of stormwater in cities. Consequently, the stormwater management systems fail and cause pluvial flood situations. There is humongous research on the sustainability and resilience-building of stormwater management systems, but cities can benefit only if the development plans adopt the new concepts. In this study, we evaluated five local plans and the regional plan of India's Greater Mohali Region (GMR) to check their pluvial flood preparedness and approach towards stormwater management. By applying the systematic content analysis method, we developed an evaluation protocol with a maximum possible score of forty-six. None of the plans in our study scored more than twenty points. Results have shown that plans are ignorant of pluvial flood issues and have poor inclusion of sustainable stormwater management measures. Our finding has brought forth the need for periodic amendment provisions in the long-term development plans.
