Mở rộng nhà nước phúc lợi trong thế kỷ 20 đã thay đổi các điều kiện hình thành các tổ chức dân tộc. Dựa trên các nghiên cứu trong các lĩnh vực khác nhau như chính sách xã hội, cộng đồng di cư, và các phong trào xã hội, bài báo này lập luận rằng các chương trình phúc lợi xã hội có thể thúc đẩy hoặc kiềm chế các tổ chức dân tộc tùy thuộc vào cách thức mà chúng tác động đến sự hoàn thiện thể chế của một cộng đồng dân tộc. Lý thuyết kênh hóa nhà nước phúc lợi được đối chiếu với các giải thích về cạnh tranh dân tộc và huy động nguồn lực đối với việc hình thành các tổ chức dân tộc. Phân tích 800 hiệp hội tị nạn người Đông Dương cho thấy rằng trợ cấp công cộng không ảnh hưởng đến sự tồn tại của các tổ chức này, nhưng sự tư nhân hóa các chi tiêu dịch vụ xã hội liên bang thì có, từ đó hỗ trợ một phần cho lý thuyết kênh hóa nhà nước phúc lợi.
