Liệu phân cấp tài chính và lợi tức từ tài nguyên thiên nhiên có thể giảm thiểu khí carbon? Bằng chứng từ các quốc gia phát triển

Nghiên cứu này cung cấp cái nhìn mới bằng cách giới thiệu vai trò của phân cấp tài chính và lợi tức từ tài nguyên thiên nhiên trong việc ảnh hưởng đến lượng khí CO2 phát thải. Để đánh giá mục tiêu này, bài báo sử dụng dữ liệu bảng từ bảy quốc gia thuộc Tổ chức Hợp tác và Phát triển Kinh tế (OECD) có phân cấp tài chính cao từ năm 1990 đến 2018. Để phân tích thực nghiệm, chúng tôi sử dụng kiểm định Westerlund và mô hình trễ phân phối tự hồi quy theo phương diện cros-sectional. Để xác định thứ tự tích hợp của các biến, nghiên cứu áp dụng kiểm định đơn vị gốc thế hệ thứ hai của Pesaran. Kết quả cho thấy tất cả các biến đều dừng tại sai khác bậc nhất. Kết quả dài hạn xác nhận rằng phân cấp tài chính và lợi tức từ tài nguyên thiên nhiên cải thiện bầu không khí bằng cách giảm phát thải CO2. Hơn nữa, sản phẩm quốc nội gộp và tổng lợi tức từ tài nguyên thiên nhiên tăng lên, trong khi sự cải thiện trong chất lượng thể chế làm giảm phát thải CO2. Đối với tác động chính sách, nghiên cứu này khuyến nghị rằng việc chuyển giao quyền lực cho chính quyền địa phương sẽ tiếp tục giảm phát thải CO2 và chuyển những quốc gia này sang các nguồn năng lượng thân thiện với môi trường hơn.
