Quản trị hợp tác trong lý thuyết và thực tiễn

Trong vài thập kỷ qua, một hình thức quản trị mới đã xuất hiện để thay thế các cách làm chính sách và thực thi theo kiểu đối kháng và quản lý. Quản trị hợp tác, như đã được biết đến, mang lại sự tương tác giữa các bên công và tư qua các diễn đàn tập thể cùng với các cơ quan công để tham gia vào việc ra quyết định định hướng theo đồng thuận. Trong bài báo này, chúng tôi tiến hành một nghiên cứu phân tích tổng hợp về tài liệu hiện có liên quan đến quản trị hợp tác với mục tiêu phát triển một mô hình tùy biến của quản trị hợp tác. Qua việc xem xét 137 trường hợp quản trị hợp tác trên nhiều lĩnh vực chính sách khác nhau, chúng tôi xác định được các biến số quan trọng sẽ ảnh hưởng đến việc liệu chế độ quản trị này có tạo ra sự hợp tác thành công hay không. Các biến số bao gồm lịch sử xung đột hoặc hợp tác trước đó, động lực để các bên tham gia, sự mất cân bằng quyền lực và tài nguyên, lãnh đạo, và thiết kế thể chế. Chúng tôi cũng xác định một loạt các yếu tố quan trọng trong chính quy trình hợp tác. Các yếu tố đó bao gồm đối thoại trực tiếp, xây dựng niềm tin, và phát triển cam kết cùng sự hiểu biết chung.
