Năm 2005, một giai đoạn mới trong chăm sóc sức khỏe ban đầu (PHC) tại Bồ Đào Nha đã bắt đầu, dẫn đến việc tự nguyện và độc lập thành lập các Đơn vị Chăm sóc Sức khỏe Gia đình. Ảnh hưởng của cải cách này hiện đang được chứng kiến, điều này chứng minh sự cần thiết phải đánh giá các kết quả của nó liên quan đến các thực hành tốt nhất trong PHC. Công trình này sử dụng phương pháp phân tích dữ liệu dựa trên giá trị (DEA), kết hợp mô hình DEA cộng với các khái niệm phân tích quyết định đa tiêu chí, nhằm cho phép kết hợp các ưu tiên quản lý trong việc đánh giá hiệu suất của 12 trung tâm y tế trong một vùng của Bồ Đào Nha. Hai mô hình được trình bày để đánh giá khả năng tiếp cận PHC, kết quả từ các cuộc thảo luận với một nhóm các nhà ra quyết định. Phân tích này đã giúp các nhà ra quyết định xác định các thực hành tốt nhất, các nguồn không hiệu quả và các khoảng cách so với các thực hành tốt nhất, từ đó dẫn đến việc định hình các cơ hội cải tiến.
