Có nhiều vấn đề cơ bản với sự phát triển phần mềm thống kê trong cộng đồng học thuật. Hơn nữa, việc phát triển và phổ biến phần mềm học thuật sẽ trở nên ngày càng khó khăn vì nhiều lý do khác nhau. Để giải quyết những vấn đề này, một khuôn khổ mới cho phát triển, bảo trì và xuất bản phần mềm thống kê được đề xuất: dựa trên quan điểm rằng phần mềm học thuật và thương mại đều nên được tạo ra, bảo trì và xuất bản một cách tiết kiệm chi phí với các nguyên tắc Marketing trong tâm trí. Khuôn khổ này đã được tích hợp một cách liền mạch vào một trang web rất thành công (http://www.wessa.net) hoạt động như một nhà cung cấp phần mềm thống kê dựa trên web miễn phí. Cuối cùng, bài báo giải thích cách mà khuôn khổ R cung cấp một nền tảng cho sự phát triển của một hệ thống xuất bản bách khoa thực sự.
