Bài báo này khám phá mối quan hệ giữa các đặc điểm đang nổi lên của Liên minh Châu Âu (EU) với tư cách là một thể chế chính trị và các chính sách của nó đối với các doanh nghiệp nhỏ và vừa (SMEs). Các thỏa hiệp xã hội với tầng lớp tiểu tư sản là trung tâm cho sự ổn định của các nền dân chủ châu Âu thế kỷ 19, trước cả nhiều thỏa hiệp thể chế đã nhúng chủ nghĩa tư bản vào các quốc gia hiện đại.
