Then it examines how these frameworks are appropriated and negotiated within the local contexts of the workplaces in the study. The transformations in land, labor, demography, and society have been stunning. The current context has many dimensions but is defined primarily by Israel's continued occupation of Palestinian lands. That context is also defined by the deterioration of the Palestinian economy, a humanitarian crisis characterized in large part by levels of impoverishment and social decline that have no parallel during Israel's 36-year occupation of the West Bank and Gaza, and the destruction of ordinary life. Not since 1948, perhaps, have Palestinians faced such conditions of loss and dispossession. While contemporary analysis of Nigeria’s regional and continental power profile is almost entirely focused on economic and military aspects, an objective account of the state’s power portfolio would be incomplete without a careful estimation of its soft power potential and influence. This article contributes to the study of Nigeria’s foreign policy by initiating the debate on the utility and prospect of its soft power characteristics. An assessment of the country’s soft power resources in the form of culture, political values and foreign policy reveals that Abuja can indeed use these co-optive platforms to mitigate the negative contradictions that dampen its regional power status in Africa. One enduring element in her repertoire, however, can be brought into focus through Lauren Berlant’s concept of “flat affect.” Typically described as mysterious, otherworldly, or ethereal, Swinton often brings to her screen and live performances a quality or atmosphere that contradicts the conventional expectations of feminine emotional expressiveness and legibility in popular cinema. As a contribution to this special issue on Berlant’s work, my article traces Swinton’s styles of flat affect as an aesthetic relationality across a number of films, including Teknolust, Michael Clayton, The Deep End, and Orlando. My reading of Swinton’s capacity for flatness places it within the history of her unusual facility to cross between independent and more popular cultural forms and to set femininity as genre in motion as she does so. Famous for embodying gender ambiguity since her performance as Orlando, Swinton’s association with androgyny as a pre-queer promise of limitlessness folds femininity back upon its historical conventions and imperatives. In tracing the history of Swinton’s gender fluctuations, this article concludes by reflecting on some of the failures of feminist and queer language to articulate the nuances of affective registers; androgyne, butch, tomboy, trans, and genderqueer designate styles of gendered and sexual embodiment, but these do not extend satisfactorily to aesthetic moods and atmospheres. This article explores this apparent paradox for insights both into the meaning of civil society and into the nature of governance in these two regimes. It argues that the social organizations that make up civil society both inhabit and construct a public sphere where individuals assist in their own governance. Recognizing that administered societies cannot compete in a globalizing economy, these regimes look to social organizations to perform functions previously left to the state, but at the same time use similar repertoires of regulation, revenue control, and repression to ensure such organizations do not transgress acceptable boundaries. Still, different notions of state–society relations in the two countries have led to different patterns of social organizations in the two countries. In Russia, a sharp distinction between state and society has contributed to a government strategy that seeks to dominate the public sphere leaving little room for autonomous civic action.
