The exploratory research that we discuss examines the models that academia has produced and the models that hospitals have actually used. We use data from many sources, including research articles, e-mail and telephone surveys, an industry database, and a software source catalog. Only 30 percent of systems that research articles discuss are implemented, and there is very little academic involvement in systems that third-party vendors offer. To structure and quantify basic values of the British Columbia Hydro and Power Authority, we elicited strategic objectives for the organization from three individuals, then refined and structured them into a hierarchy. We developed attributes and elicited a utility function to illustrate value trade-offs at the strategic level. The results have guided senior planners at BC Hydro in addressing a range of strategic issues. By building on positive influences and countering negative ones, implementation managers can speed the diffusion of the innovation within the organization.
